This is really simple, his deck is called an Aggro-Beatdown, which uses swarming, ATK increase, card destruction, etc. All you need is a fast paced deck of your own, with cards such as Royal Oppression, Royal Decree, Skill Drain, etc. to negate most of his plays. The primary good card to use as ultimate negation is to use Solemn Judgment, Dark Bribe, and Divine Wrath. Main Decking some of these cards will stop his plays in their tracks and ultimately make him want to go cry to mommy. I suggest using Monarch Control, and Main Deck at least three Thestalos the Firestorm Monarch, and try to get Raiza the Storm Monarch and a couple fast draws (Destiny Hero-Disk Commander, Card Trader, Reinforcement of the Army) and tribute fodder cards (Gravekeeper's Spy, Treeborn Frog)
