Ancient Rules with Blue-Eyes White Dragon works better IMO. Monarchs are more for control then beat down. Maybe try old school Beat down by adding in Skill Drain.

in my opinion a good beatdown deck must have a bit of lockdown, that way if you have a royal decree a dark ruler has des or even a jinzo or angel 07 you get moderate ATK power do keep your opponent for doing anything and still have high power monster like blue eyes (that can be summoned by ancient rules or kaibaman very easily)

Well, honestly, Monarchs go better with their own line of strategies than a beatdown, they more likely go great with a Control Deck, specifically a Monarch Control Deck.
