Basically, Schwarzenegger is a CA Republican; his fellow Republicans in the CA legislature are apparently blocking a bill that would help to curb global warming.

However, this paragraph doesn't go into *why* they're blocking it, which would require a little more research on your part.  Is there something attached to (or piggybacked into) that legislation that would be harmful?  Is it at a cost that may be unreasonable for some businesses, and are there funds available that could be given as tax breaks for compliance?  Is there a more efficient way to achieve it that others are blocking, for whatever reason?  Or are they just being hard-headed?

This gives a pat little summary, and it means that the people who should be supporting Schwarzenneger are making it hard for him; however, it only goes into blame without giving any details.  When a political piece does that, it's a cue for you to read further on *why* it's happening.
