2) we need to proctect our own water ways and be held accountable for them, as should other countries for their own water ways. You dont want to have to supply others with basic needs if they dont take care of their own.

I think water should be a national property. I believe this because there are still many countries that are undeveloped and will still be using old technology for filtering and conservation years form now. Also if water dose become scarce, countries with large populations would phase out smaller ones.

The waterways in a country must be made National property as it would enable the centralised authority to effectively organise equitable distribution of water to all parts of the country. A global authority cannot realise the individual needs of the parts of the country. on the contrary, the oceans should be under the control of a global body as it would result in smooth organisation of international trade routes- there won't be the squabble for territorial waters and trade disputes.

people separated the globe and the same people will arise the borders. water will be the most precious in coming days. in developed countries people are buying water. in some places the gas is cheaper than water. no human can live without water & air. instead of giving permission for trading,  all governments shall arrange free drinking water. all governments should realize  and immediately lay out a plan for drinking water pipe line through t the world. i ask every one just leave air & water to people for free. don't politicize the water.

1) I feel ideally water must be a global property as it is essential commodity for survival of human beings.What about petrol? It is also important for various industries.In the recent scenario water gives some trade power to some countries.So every country would like to nationalise it. All humans are not thinking alike. All are not cooperative and all of them are not generous enough to share their commodities which are in abundance in their own country, without a price. So  water should be the property of the nation

1) I think that water is a national property but I do believe that it should be in a global trade to help other countries and that there should be systems in place in every country for proper surrogation of water and treatment facilities.

2) It should be a national property because in today's world the markets are continuously bombarded. Having water as a national product is just the same as having fish as a national product. Many countries fish and produce and sell it abroad using their name logo and country name so why should it be any different?

oh to add I don't think that oceans should be national...just parts that are inside the country or surrounding coastal lines.
