  1. You can get a ticket riding a bicycle ....so yep...you can also get a ticket from the cops on a pocket bike.

If you ride it on the road....you can get a ticket.

  2. It depends on the law in your area.  Call the police department and ask.

  3. More importantly, if you get caught and get a ticket, you will likely not get your license till you are 18, many states it is 21

Those are a "motorized vehicle" for all legal purposes, getting tickets,

    No license

    No registration

    No insurance

Not having required equipment, lights, turn signals etc.

Some places (like where I am in rural Michigan) allow you to cross a road or to use the roads shoulder to access a trail or other approved place in a direct and shortest route, but here you still need a permit/registration and a helmet

Note that that still does not allow you to drive on the streets, nor does it mean you can use the roads to get to a trail a mile away, generally it means if the trail is at the end of the block, if it a ways, you need to trailer the vehicle to the location

  4. WHERE are you?  Like ALL law questions, the answer changes based on location.  In my state, NOTHING is street legal without a license.  Most pocket bikes are just illegal where I live.

  5. In Oregon.... Yes

A pocket bike falls under the same category as a motorcycle.  Therefore, you must have the vehicle registered, insured, where a helmet (in Oregon), etc...

If you're 15 (I'm assuming you don't have a license) you'll get cited for driving without a license.  So before you get your license you'll already have a violation on your record.

Pocket bikes are toys, and were not intended to compete with the much larger cars or motorcycles.  They do not belong on the road.  Drive them around your friend's backyard, but stay off the road.
