Yes, because they need to take a break from their studies once in a while, and its helpful for them to step away and get some coffee and light snacks from the vending machine, or cafeteria.  To keep them from wasting $$, you should budget them to maybe just $10 to $15 pocket $$ a day, or less if they're packing a sack lunch and drinks when they leave home in the morning.  If they're bringing lunch with them everyday, then $5 a day would be reasonable.  

I'm in California, where the cost of living and food is high.  You would adjust these figures according to the cost of food in your area.
