  1. before he uses fly use rain dance the thunder would counter or use protect or detect then ice beam or its weakness

    i hope this helps

  2. Even if you're the faster of the two, (in my opinion) Avalanche would be your best bet here.  Since Flying types are weak to Ice attacks, you'll take the hit, but you'll inflict 120 base Ice damage, which should be enough to take it down (if it's weak to Ice).

About the Thunder rumor: it's true.  If you use Thunder on a Pokémon who's in the air from Fly or Bounce, Thunder will inflict double the normal amount of damage.  And it's only Thunder, not Thunderbolt.

If you're about to get hit with Fly, and you aren't well prepared, there's really nothing else you can do except take the hit, so you should switch out.  Use either an Electric, Rock, or Steel type to suppress the attack, or switch out to a tough Pokémon with a high Defense stat who can take a lot of physical damage, then use a Rock, Ice or Electric attack to counter.  Dig really wouldn't be effective, because you'll miss on the next turn anyway if you're facing a Flying type, so it's kind of a waste.
