Pokemon Diamond- How do I see my Pokemon is happy?

I know I need the 6th poketec app, but I don't know what that is. I'm trying to evolve my Evee into an Espeon and everyone says that you need the 6th poketec app.......... WHAT IS THAT?!?! Please help me.
