Is there anyone that i can battle to see this Pokemon or (since my bro has Pokemon Pearl) can i trade him for it. Or will i have to evolve a Feebas?

to evolve feebas u must increase his/her beauty by giving poffins

You can find Feebas in Mt. Coronet. However, you have to use a Super Rod, and the hardest part of all, Feebas only appears in four random tiles! The tiles change daily, so they are not holding the Feebas everyday. Good luck finding one!
