Pokemon Mystery Dungeon Mystery Part help?

I have Mystery Dungeon: Explorers of Darkness. I have the Mystery Part, but when I try to get Zapdos, he is never there! I have the Mystery Part in my bag, I'm in the Amp Plains on the 7th floor, but where is he? Storyline-wise, I just unlocked the Concealed Ruins.

He should be there. If he's still not there, try holding the Mystery Part. I know it says you don't have to, but just try it. If that still doesn't work, just keep walking around on the floor for as long as you can. Zapdos should show itself. If he doesn't, try going to the Far Amp Plains floor 7. He might be there.
