Starmie has more weaknesses but can learn better move-sets than Milotic, but Starmie has more resistances than Milotic. Starmie has better base attack,defense, and speed. Milotic has better base special defense and hp. They are equal with special attack. I would choose Starmie but it's up to you to choose.

it all comes down too which one has better moves. cause i battled my friend and my starmie was the same lv as his milotic' and i won.

Milotic is stronger . Its life force is good too. go for milotic.its better than starmie
