Pokemon Ruby. Cannot find Team Magma?

Question

Uhm, I was told to go to the undersea Cavern and fight team Magma but once I enter the place, Team Magma wouldn't find me and if I finish the puzzle and try finding their Leader, he is not there. So I tried going to scooptilas city but Steven and Wallace aren't there. What do I do? Please Help. (:

Um.... they have walkthroughs on pokemon ruby on the internet. I don't know where you are in the game so I can't help....NEED MORE INFO MAYBE

Have you beaten the 7th gym? If not that would explain it. If so then try this: Go to slatweport and go to the port so they steal the submarine, or have you done this already. Have you gotten the red orb at the top of mountain where the graveyard is?

I'm trying to whittle down what you could of missed.
