Pokemon Sapphire, I cant find Vulpix!?

Question

So on the cheats they say that Vulpix is on Mt Pyre. And I have only ran into a Shuppet. And then on another website it says its on route 122. But thats only right outside Mt. Pyre...

I just need some help as to find this pokemon because i think a fire pokemon would be valuable against the elite four.

I catch Vulpix ALL THE TIME! It's true it's at Mt. Pyre, go into Mt. Pyre, then go up, left, then enter the door (where you went to get to Team Aqua/Magma's leader for the red/blue Orb) and walk through the grass, it may take a couple times, but you will find a Vulpix!
