Pokemon diamond, wheres the green man?

i got my i-cheat and i know how to use it, i thought i had done it but,no,

i have azure flute,n oaks letter but how do i use them i clicked them to go in my items and now they're there but i cant use them, do i have to beat the national pokedex? or is there something else?
