Pokemon diamond: How do I get a marking map after defeating the elite 4?

I 've defeated elite 4, got dialga, azelf and uxie and I want to catch mesprit but I need the map. Where do I find it?

fly 2 jubilife city you'll be in front of the pkmn center then go left & up 2 where you see a guy in green standing in the middle of the street now go all the way left 2 the last building

you get all the aps from this person behind the desk in jubalife in the building where you got your pokegear or whatever its called.
