you have to breed a female luxray with a male pokemon on that list that knows ice fang

You have to make your Luxray breed with another pokemon that knows Ice fang through level up. The link explains wich pokemon your Luxray needs to breed with (Parents That Learn Through Level Up) the pokemon needs to know Ice fang when they breed. Then when the egg hatches you will have a Shinx that knows Ice fang
