i cant get my lugia i run around in the mountain range for about 10 min i have found the other five but not my lugia

I don't think it lives in mountain range it lives in sea range.

If your talking about POKEMON DIAMOND AND PEARL i don't think they have that pokemon

have you tried looking in all of the other places. isnt lugia a water pokemon. it might be in the ocean part of pal park.
