take off dragonite surf and fly.switch surf with hydro pump or just leave it and for fly just change it, it just isnt good anymove like iron tail or dragonpulse.I rate it 10- or just a normal ten if minus isnt allowed

9/10  Change Dragonite's moves, have him learn attack moves he is attack based get rid of fly, fireblastm, and surf, teach him dragon claw, dragon dance, and outrage
