Pokemon emerald - how do u get the cable car?

im on a mountain but 2 team magma guys are there, they say to eachother :is boss realy gona get the metorite? yeah he is" or somthin like that when i press a at them, how do i get passed that part?

you have to capture them using your pokeball. Warning: they may break free if you dont hurt them with Pikachu's Thunderbolt attack

you have to beet the leader, he's all  the way to the left of the lava. after you defeat him the cable car will be accessible.
