in pokemon emerald to complete the hoenn pokedex do you need to have caught or seen the ledgendaries like lugia and both lati and all the regis?

No. Lugia is actually a Johto pokemon. Yes. You have to catch the regi's and both Latios and Latias. All hoenn pokemon including in game legendaries. Jirachi and Deoxys is not needed to complete it

To cacth latias and latios, you need to search for them, occationally you can see them near sootopolis or pacificlog. You must also need a move, like mean look, in order that they cannot fled.

the only way to do that is to get a action replay or go to a event which you need a mystery gift for to see lugia and both of the latis but for the regis theres a different way which if you look up a cheat websight you will find.

You don't have to have seen any of the event ledges (lugia/ho-oh, celibi...) but the in-game ledges you do, so thats:

the regis, lati@s, groudon, kyogue and rayquaza.
