Pokemon emerald saffari zone ?

ok im in the saffari zone and i am looking for teddiursa but i cant find him do i have to beat the elite 4 to catch him tell me where to find him step by step or give me a link to a video plzz help

First yes you need to beat the elite four after that professor birch gives you the national pokedex and you will find that a new area in the safari zone has opened up and in there you are looking for the mountainous area, of the new area.
