Pokemon fire red, lugia and ho-oh?

Question

i know that ho-oh and lugia are on one of the islands which need an extra boat ticket but is the only way to get the ticket throught one of the pokemon events or can i get the item through action replay or something

p.s i dont want any AR codes for WILD lugia and Ho-oH

i want to catch the real ones in the game

Well the least I can help you is that there is an island called Navel Rock. Go through it and at a point you'll see two ways. The one at the left leads to lugia, the other to ho-oh. That's all I know.
