Pokemon pearl how do i get to cellestic town and were can i get strength from to use it ouside of battle?

i need to get to cellistic town but i carnt because i need to use strength outside of battle were do i get it from plz help me

you get strength in salaceon town just before you get in town there is this tower

go to the top of the tower  and are these old ladies and one of them will give you strength

just before u reach solaceon town, theres a kind of tower with some ghost and dark pokemon. reach the top, talk to a NPC and u get Strenght
