u ahve to have 7 badges i think then go to jublife cit go to the top left building and talk to the man in front of the desk hope i helped

Once you have recieved the glacier badge from Snowpoint City, fly to Jubulife city. Go to the Poketch company (one building over from the TV station, talk to the guy in front of the counter wearing a purple coat. He will give you the marking map app for your poketch.

With this app you will be able to watch where Mespirit and Cresselia go (these legendaries will run loose in Sinnoh (not on water or in caves) once you have your first cofronatio with them).
