how do I get "surf"????

and do I need a gym badge to use it? if so what gym?

I thought it was in petalburg city but i couldnt find it anywhere

after you beat you dad for the fifth badge wallys uncle gives you it

I have the guide some place in this room... You need a badge you get it in a gym. If i remember correctly. long time i do not play.

after u beat ur dad go to the left of the gym there is a house go in and talk to the dude
