after beating misty, i went to the power plant and there, the man says that he needs some sort of part and a rocket guy has stolen it..WHERE do i find the rocket guy??

Go back to where you find Misty by Bill's house, I think. Then he'll run to the Gym and hide it in the water. You'll have to surf to find it. In fact, he might already be in the Gym if you already chased him down there...
