Pokemon silver please help!!!!!!!?

can anyone tell me where and how to get the rainbow wing and silver wing in pokemon silver also if there is a specific time in the game you are supposed to get them

after u beat the elite four you get to roam around the kanto region.  when you happen to get to pewter city talk to the old man by the pokemart.  he will give you the rainbow wing.  you the use it at tin tower.  you must have all the legendary dogs along with the rainbow wing.  talk to the man and he will let u pass.  now make ur way up and battle the pokemon at the top of the tower
