Police Policy in Responding to Incidents?

Doing some writing and was wondering if anyone had any good sources to share concerning police responses to all manner of crimes, most specifically in the U.S., U.K., Russia, and Japan?

Not about actual incidents, just information on how they respond. As in, which category of officer is usually first to respond to different varieties of incidents, what the various levels of rank are and their duties. Things of that nature.

Specifically, I'm looking for actual links to references. The more information, the better. Just because it's fiction doesn't mean the policies should be, eh? Firsthand experience is welcome, but I'd prefer links so that I can go over the information and compare it myself.

And no, this isn't some school assignment; and yes, I'm doing my own research. Just looking for a few sources I may not have found yet that others may know of. In other words, please don't go google a bunch of links...I've already done this. Cheers!
