are writing report accidents that are NOT ON SCENE difficult to do due to the 2 party's having different versions of the story?

  1. When completing an accident report when not on scene and both parties have a separate account as to what happened, on the back of the accident report officers are to write a small narrative. In this narrative the officer mentions what each party said happened. And on the diagram, which is required to be completed, the Officer writes "vehicles moved", or "not on scene". It is up to the insurance companies to determine fault. At least this is how it works in Illinois.


  2. My Department does not take accident reports after the fact.

    However, traffic accidents are civil matters.  We only take a report to document the facts as an unbiased party on the scene.  If you don't call while you are on the scene, we tell people to contact their insurance companies directly.  My typical accident report reads:

    Statement from Driver One.

    Statement from Driver Two.

    Any witness statements.

    Description of the scene and damage to the vehicles.

    Which drivers or passengers (if any) received medical attention.

    Which vehicles were towed (if any).

    We do not determine who is at fault for an accident.
