    Mentally disabled persons....

As far as the Spanish or language barrier, their is usually an interpreter within the household that can help you out or another officer can be called to the scene.  Most of us learn basic Spanish and can communicate fairly well...

As far as deaf and hard of hearing... Paper and pencil usually works.. Many times you can use a TTY phone system at the station or the system at their own residence where you can type back and forth, if necessary.

Disabled people usually have a medic alert tag.. Call the number and obtain someone who can provide asistance as to the person's disposition and and RA (rescue ambulance) is also a good option if you cannot be certain of the person's health..  Which means they could have had a stroke, heart attack or diabetic siezure that might make them seem mentally disabled....

Many department provide services like MEU (mental evaluation unit), Elder Abuse Unit, Domestic Abuse Units and many other entities and a whole slew of phone numbers like the Department of Family services and others to assist in any situation....
