Police strike force?

What if the police strike force is parked across my home but when I walk out side he doesn't say anything. Should I ask him why he is waiting out there?

You can certainly ask, but he has no responsibilty to tell you why.

It is most likely that he is assembling a short destination from a planned police action, and is merely awaiting the coordination. (If they wanted to storm your house, they would be in the next block, not in front of you.)
