In a nutshell, for Italy:

nobody can be rejected or sent back to a Country in which the foreigner could be persecuted because of race, s*x, language, citizenship, religion, political opinion, personal or social condition.

Also, cannot be sent back to a Country that can send him back to a third Country that could act as above.

Nobody can be sent back to a Country that cannot guarantee the same rights as Italian constitution (that also means is strictly forbidden to send whoever in a Country in which he can risk to be sentenced to death)

A foreigner can also apply for humanitarian reason, such as war, calamities or other serious events that are striking his Country.
