  2. The constitution starts with: "We the people of the United States".  If you aren't one of "the people" (citizens), it doesn't apply to you.

  3. i, myself, would not grant full rights to non-citizens, but constitution doesn't specify

    rights and entitlements are different, i would not grant any entitlements to non-citizens

    there are very few entitlements that i would grant to citizens
