It should read, a woman is only as good as her partner.

1. Yes, the man leads.

2. Yes, the woman follows.

3. The dance can indeed become something to behold when both the man and woman work well together. A huge part of ballroom dancing is communication... through touch.

2. The woman should follow but that depends on the level of skill of both partners.

The man's job on the floor is to show of the lady. If he's outdancing her he isn't doing his job. Conversely I used to have an instructor who really got aggravated when people said they couldn't tell which of us was the pro in a pro-am event. Of course she was much, much better and thought it should be obvious, but the point was that she as a pro made me, the student, look good. I couldn't show her off to best effect simply because I wasn't good enough.
