Pollution question related to small engines.?

Would a 2 stroke engine with an exhaust catalyzer be better for the environment than a 4 stroke engine of the (same displacement) without one?

2 stroke engines are less efficient than 4 stroke engines, so you would have to be replacing the catalyzer  more often.
