Pony stabled and walked each day?

When ponies used to have to live in towns and be used as transport, they had to live in stables. What is the law regarding this now? Would it be classed as wrong to not have access to a field? If it is walked out each day (similar to a dog) and kept well using "cold" mix and hay. Ridden once a week or maybe asked to carry something on the walk. It's that grotty, white, wall eyed, allergy filled, often sunburnt, bullied by other horses, pony I asked about earlier.

  1. A horse has, by law, to have access to fresh water / shelter and fresh food.

    I don't think for one minutes you would deny him this!

    but

    Personally I think it would be a cruel existance to keep this horse like you mention, I would be inclined to retire it to a more rural place.

    Failing that, euthanise?

    (I am a horses owner and lover, just being rational.)
