anything that they use in the bath tub like rubber duckies.....thats what i do for my 23 month old.

the floatys, or a life jacket would be the number one thing you could get her..

my daughter is 21 months she loves empty water bottles and a pail. she fills the pail with water and dumps it over and over getting a good laugh.

We bought my son this little motorized boat it was only a few dollars and he would chase this thing around his pool until it was time to go in. They also have these neat little rubber duckys that flash in the water and dont forget the sand bucket he loved filling it up and tumping it out over and over again.
