Porcupine puffer fish is sick, help?

my mom has a porcupine puffer fish and he has been sick for awhile. He has a hump in his back now, has not ate in weeks and I noticed some red in his tail (looks like blood in it). He has no spots, etc. What do you think it could be? Thanks for your help!!!

is the puffer with anything?

what size tank?

what are you feeding?

whatv are your tank parameters? ammonia, nitrite, pH etc

is the hump like a general bend in the back or like a tumor or growth?
