Port forwarding isn't working?

I've had port forwarding set up since I got DSL, it's worked all the time. Now all of a sudden it stopped working.

I can't find any settings on my router that could be blocking it on my router (in fact since it stopped working I set it up to forward all ports but still none work). I've tried resetting to the factory default settings, and to my previously backed up settings (from when it was working). I even did a firmware update, but it won't unblock any ports.

I also don't have any firewall set up. I'm using Windows XP Pro SP2. I can receive a few ports though. 3389 (Remote Desktop) and a netBios port, and like 1 or 2 others.

The only thing I did before they became blocked was set up a small test webserver... is it possible my ISP decided to block the ports because of that? (BTW, I've since uninstalled the server, so it can't be having any effect directly).

Many ISPs implement blocking. They want to up-sell you "commercial" service (translation: same service, higher price).
