Ports wont open?

Question

i have opened them in windows firewall and in my router's web interface. i used a website to check to see if they were open, and it gives me a message saying connection refused. how can i make these ports open?

What service are you trying to use… FTP, HTTP, SMTP?  Verify that the service is working first, then troubleshoot network connectivity.

First, find your problem. Disable one of the firewalls, then check to see if the port opens. If not, try the other. Once you know which firewall is giving you trouble, then you can trouble-shoot the individual firewall or (better) just leave it off, as you already have a firewall and don't need to run two.
