  1. An FSN is a Foreign Service National employee.  It is a person hired by the U.S. Department of State to work in an American embassy overseas.  Those persons are usually (but not always) nationals of the host country where the Embassy is located.

A Housing Specialist is very likely someone who assists the Embassy with managing the housing pool (group of apartments and houses) available for Foreign Service Officers stationed in that country.  The job would likely entail working closely with landlords, tradesmen, and laborers.  It would also likely involved fielding complaints from Officers about their housing and arranging for upgrades, repairs, and fair housing assignments.

Depending on where you are, working for the US Embassy can be a really good opportunity.  The pay and work is stable and often very competitive in the local job market.
