positive and negative impacts of the artificial retina, and give a personal statement supporting or not supporting such a device?

The visual perceptions which are manifested from this device are remarkable, but crude, in comparison with 20/20 vision.

However, to me, it is the first step in a long process toward near perfection sometime in the future.

And, if I were in need for that device, even if it is currently rudimentary, I would jump at the chance.

Considering the alternative.
