I'm kind of stuck on a practice test question. Can someone please help with the following?

Why did President Johnson want a Loyalty Oath to be signed by ex-rebels when he was granting pardons?

  1. He made them sign the oath because he was worried they might try and rebel again. He wanted to make sure that they were loyal to the United States instead of the old Confederate States. If they didn't sign, that meant they weren't loyal to the United States....so of course he wouldn't pardon them.
