Poulan pro bvm200 leaf blower/vac won't run on...

Question

won't run at high speed.  gas and oil mixture is ok, spark plug ok, the carb adjustment s***w will not adjust to where the blower will run at high speed.  It surges like it cannot catch from low to high speed.  compression is 60 at cold.
