PoulonPro Leaf Blower will not run properly

Question

The leaf blower only surges. Rarely will it reach full power and run as it was designed. Spark Plug, air filter, gas filter all have either been replaced or cleaned. The model number is BVM200. It will start, but the engine will only surge trying to catch and run at full speed.
