Power to a hot water tank?

does the hot water tank need to be on its own breaker and if not how many outlets can be on the same curcuit as it with a 15 or 20 amp breaker

A water heater consumes a fair amount of power.  Generally, a 30 - 50 gallon tank would be on a 30 amp breaker.  Also, most water heaters are 240 volt, while your outlets should be 120 volt.  

So, yes, the heater needs to be on its own circuit, no additonal outlets.
