  1. if it is the one from green dot they are a rip off ,

you put money on it and they activate it for 20 dollars so you loose that automatically,,

check all the small print before you get it ,,

  2. I'm not sure. I think you do need to give your info, since you're charging money into it. If you want to just walk in and buy it, then look for a gift card. That's what I do to buy stuff online.

  3. If it's pre-paid doesn't that make it a debit card (or gift card)?

I bought two pre-paid visas for gifts and they (the mall) charged me a $2 service charge. I needed to add no personal info at all.

  4. I'm not sure how far Van City Bank stretches but if Visa allows them to issue pre-paid visas anonymously then so will other banks.

To get a pre-paid visa you will only need to go to a bank, pay then (in cash if you like) and you will receive a visa. There is no limit to the amount you can out onto one.

They should not ask you for any information other than perhaps your email address or phone number should something go wrong with your visa.

EDIT: I would just like to reply to the rest of the people saying underage people cannot engage in a financial contract with an institution.

PLEASE NOTE that a pre-paid VISA is not a financial contract nor does it require one. Pre-paid VISAs are exactly like gift cards. In fact that is the sole reason why VISA does them, they are in other words VISAs version of a gift card. Anyone can buy them. Like gift cards they are sold everywhere and anyone can buy them.

  5. I don't know where you live but Walgreens has a section of several debit cards (American Express, Chili's, etc)  My son got an Am Ex card as a gift and had no trouble whatsoever.  It is treated like an ATM or gift card.  You can also use it for online purchases.  Good Luck :)

  6. Children cannot enter into a legally binding contract.  So no you cannot.

  7. No,

You must be 18 years of age to enter into a legal binding contract with any financial company. You must also be 18 to get a Visa debit card from any financial institution. You can however have a debit card if you have an adult  signer on your bank account.  Because of the " Patriot act" You can not use a debit card or prepaid visa card to make a purchase Online. Your billing adress must match your shipping address to purchase on any internet site. Pre -paid cards have no address.
