  1. You do not need a bank account for a Pre-Paid Debit Card (PPDC).  However, the fees are stiff.  The following is a list of fees usually charged by PPDCs:

    1.  Purchased Fee, one time, usually at least $10.

    2.  Monthly Fee, can be at least $6.

    3.  Load Fee, up to $5 per load (or deposit.

    4.  ATM Fees, $2-$3 each.

    5.  Customer Service Inquiry, $2-$3 each.

The best PPDC deal I've seen is Wal-Mart's, issued by Green Dot.  Go to www.walmart.com for more information.

If I may ask, is there a reason you can't get an ordinary bank account?  Because if you can, most banks now offer free checking, even without direct deposit.  As long as you don't overdraw the account, and stick to your bank's ATMs, you won't be charged for anything except check printing, which if you don't want checks, you technically don't have to get.  You'll get a Visa or MasterCard debit card, and can make all the transactions listed above fee free.  Plus, you'll also have acces to a convenient Bill Pay service, so you can pay your bills online and not have to rely on money orders.

    Hope this helps.
