Preheating

When I set the oven to bake and preheat it (to any temperature) the oven beeps after about 15 minutes, and the display reads the temperature I set it at. However, it does not appear to be the same temperature inside the oven. I have tried a number of times to bake something at the temp. that the oven displays, and it takes much much longer or the food doesn't get cooked all the way through. We bought a thermometer to evaluate the "true" temperature inside the oven. The temp. that the oven reads (what I set it at) and the thermometer we bought inside the oven vary greatly. It will take up to 45 minutes for the temperature in the oven to display the temperature that I set the oven at. What do we do?I'm having the same problem wth my Kitchen Aid Electric Range. The preheat beep sounds, but the oven is no where near the right temperaure. It seems to hold the temperature when it finally heats up according to the oven thermometer I put in.
