Premade Picture Helpp.?

Can someone tell me how to make pictures like this? http://i347.photobucket.com/albums/p464/misssmileymileyfansite/wtf.jpg and the program to do it with?

Take a picture of the tv, or use the "PrtSc" button on the side of F12 to take a picture of the computer (copy, then paste), and use Photoshop. Be aware though, it's really expensive.

Are you asking about having two photos on top of each other?

If so, then just about any real image editor can do that - photoshop, elements, paint shop pro, etc.

If you don't mind doing a lot of learning, you can even download something for free that is reasonably close to photoshop:

Hopefully that was the question, rather than how to steal someone else's photos.
